Le Comité Français pour la Solidarité Internationale (CFSI) et la Fondation de France viennent de lancer l’appel à manifestations d’intérêt 2016 du programme Promotion de l’agriculture familiale en Afrique de l’Ouest (Pafao).

Principales caractéristiques de cet appel à manifestations d’intérêt

Le programme Promotion de l’agriculture familiale en Afrique de l’Ouest (Pafao) est porté par la Fondation de France et par le CFSI. Pour répondre à la question : « Comment l’agriculture familiale durable peut-elle nourrir les villes ouest-africaines ? », il met en œuvre un fonds de soutien aux projets et anime un processus de capitalisation. Il est fortement articulé avec les dynamiques paysannes : le Réseau des organisations paysannes et de producteurs d’Afrique de l’Ouest (Roppa) est membre de son Comité d’orientation et de suivi.

Cet appel est réservé aux projets menés en partenariat par au minimum deux organisations sans but lucratif, l’une européenne et l’autre ouest-africaine, et se déroulant dans les pays suivants : Bénin, Burkina Faso, Cap-Vert, Côte d’Ivoire, Gambie, Ghana, Guinée, Guinée-Bissau, Liberia, Mali, Mauritanie, Niger, Nigeria, Sénégal, Sierra Leone, Togo. Les projets présentés peuvent être annuels ou pluriannuels (maximum 3 ans). Ils doivent commencer avant fin décembre 2016. Les dépenses sont éligibles à partir du 1er janvier 2016. Les porteurs et leurs partenaires doivent apporter au minimum 20 % des ressources du projet.

Cet appel à projets 2016 se déroule en deux phases :

Phase 1 : avant le lundi 11 janvier 2016, soumission, dans le cadre du présent Appel à manifestations d’intérêt, d’un dossier succinct selon le format fourni ci-après.

Phase 2 : les organisations présélectionnées par le comité d’attribution à l’issue de la phase 1 soumettront un dossier complet entre mars et avril 2016.

Deux fonds seront affectés au soutien des projets :

· Fonds A : projets d’une durée de 12 à 36 mois, conformes aux lignes directrices et critères d’éligibilité généraux et respectant impérativement les conditions particulières suivantes :

o fin avant le 31/10/2018 ;

o sans cofinancement AFD.

· Fonds B : projets d’une durée de 12 à 36 mois, conformes aux lignes directrices et critères d’éligibilité généraux.

Avant de répondre à cet appel, veuillez lire attentivement l’ensemble des lignes directrices ci-après qui détaillent la totalité des critères d’éligibilité. Seuls seront examinés les projets conformes à ces lignes directrices dont le dossier est complet et respecte le format demandé. Date limite de réception des notes succinctes : lundi 11 janvier 2016. Aucun délai supplémentaire ne sera accordé.

Le Comité d’attribution du programme est attentif à sélectionner uniquement des initiatives démontrant une réelle capacité d’innovation pour répondre à l’enjeu de promouvoir le « Consommer local » et de nourrir les villes par l’agriculture familiale durable. En conséquence, ne sera pas retenu, par exemple, un projet visant uniquement le renforcement de la production agricole.

Main features of this call for expressions of interest

Fondation de France and CFSI joined forces in 2009 to launch the program “Promoting family farming in West Africa”. In order to respond to the question “How to feed the towns though sustainable family farming ?”, it implements a fund to support field projects as well as capitalizes on the experience and knowledge produced by these projects. It is strongly linked with peasant dynamics : the Roppa (Network of Farmers’ and Agricultural Producers’ Organizations of West Africa) is part of the program’s orientation committee.

This call is limited to projects carried by a partnership between European and West-African non-profit legal entities, and taking place in the following countries : Benin, Burkina Faso, Cap-Vert, Ivory Coast, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, and Togo. Projects duration can range from 1 to 3 years. Starting date must occur before 31 December 2016. Eligible expenses are those incurring after 1 January 2016. The applicant and its partner(s) must finance at least 20% of the total project budget.

A two-stage procedure

Phase 1 : before Monday, 11 January 2016, in the context of this call for expressions of interest – the submission of an outline dossier in the format below. A pre-selection committee will meet in March 2016. Each applicant will be notified of the decision (pre-selection or refusal) around mid-March 2016, by email only (no replies by telephone). Organizations pre-selected will proceed to Phase 2 of the selection. They will then complete the full grant application dossier between March and April 2016. The format and the precise submission date will be communicated in March 2016.

Two financial funds in 2016

In 2016, the Pafao program will implement two financial funds : (i) Fund A : This fund will be allocated to projects with duration of 12 to 36 months in conformance with general guidelines and eligibility criteria and in compliance, imperatively, with the following particular conditions : ending by 31/12/2018 ; without co-financing from the AFD ; (ii) Fund B : for projects with duration of 12 to 36 months in conformance with general guidelines and eligibility criteria.

Before responding to this call, please read carefully all the guidelines hereunder with full description of every eligibility criteria requested. Should the files be incomplete or not in compliance with any point of these guidelines, they will not be examined. The closing date for reception of outline dossiers is Monday, 11 January 2016. No additional delay will be given.

The program grant committee will take care to select only initiatives showing real capacity to innovate in responding to the challenge of promoting local consumption and of feeding towns through sustainable family farming. Accordingly, for example, a project designed solely to increase productions on farms will not be selected.
